PURPOSE OF THIS ENGAGEMENT: This Invitation to Qualify (hereinafter referred to as ITQ) is neither a Request for Proposal (RFP) nor a solicitation of bids or tenders and is not to be considered in any way a commitment by Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. Canada reserves the right to cancel this procurement at any time during the ITQ phase
